PAKSA: On March 7, 2017, Representative Carlos Roman Uybarreta presented to the Committee on Energy House Bill No. 3351 or the Anti-Power Line Disturbance Act.
On March 7, 2017, Representative Carlos Roman Uybarreta presented to the Committee on Energy House Bill No. 3351 or the Anti-Power Line Disturbance Act.
During his presentation, Representative Uybarreta explained to the committee that the main cause of toppled electric poles during typhoons are the structures or vegetation/trees that usually falls over the electric lines. Representative Uybarreta backed this up with data coming from the various Electric Cooperatives, NGCP and NEA which shows the cost of damages caused by said structures/vegetation. House Bill No 3351 will prohibit the construction of structures and the planting of vegetation/trees on the right of way corridors of transmission and distribution lines. Furthermore, the bill also prohibits the conduct of hazardous activities along the said right of way corridors.
Representative Uybarreta commended the electric cooperatives and our transmission utility for making sure that electric and transmission poles are built as per the standard set in the Philippine Electric/Grid Code but he stressed the need for this bill to be passed so we can avoid experiencing power interruption caused by the aforementioned problem.
The Committee decided to create a technical working group which is set to meet on March 28, 2017 to harmonize the provisions of the bill with other existing laws.
